Ministry of Education enacted Suggestions on Strengthening Undergraduate Teaching and Enhancing Education Quality in August2001, in which Ministry of education came up with twelve measures to improve undergraduate teaching and asked universities teach in English or other foreign languages in order to bring up International competitive talents. According to the request of Ministry of Education, all of universities should set up5%-10%bilingual education courses, bring foreign education materials and raise the level of teachers. Therefore, all kinds of universities began bilingual education. Until now, more and more institutions of higher education have developed bilingual education courses. But because bilingual education is a new way of teaching reform many problems also appear with it. This paper uses literature review method, comparative law and survey law to analyze the problems at present of Chinese institutions of higher education and try to come up with strategies to solve them. This paper composes of three parts.The first part is the analysis of the present sate of Chinese institutions of higher education. This part focuses on the analysis of the importance, necessity and implementing situation of bilingual education management.The second part is the analysis of the problems and reasons of Chinese institutions of higher education. This part comes up with some problems that will be solved urgently of Chinese institutions of higher education, which are the irrational settings of bilingual education courses, the shortage of bilingual education teachers, the lack of bilingual education materials that adapt the need of Chinese market economy and the lack of full-fledged evaluation system of bilingual education quality.The third part is the strategies of raising Chinese bilingual education management in order to solve the four problems in the second part, which are to set bilingual education courses scientifically, strengthen the development of the rank of bilingual education teachers, guarantee bilingual education materials adapt the need of Chinese market economy and establish the special system of bilingual education quality.
