Throughout the human’s history of progress, culture has always been interconnected with social productivity and served as a mighty force to promote economic and human development. In China, cultural building has been attached with great importance. Governments, central and local alike, is sharing a common view that vigorous development of culture is a must. However, despite the culture strategies made to facilitate cultural undertakings and industry, there is a hard fact that culture development in rural areas lags behind. Traditions and old concepts are partly to blame, but the lack of balance between urban and rural culture development is also a chief culprit.The huge gap between urban and rural development is not in line with the booming economy in rural areas, neither can it meet the ever-increasing mental and cultural demand of farmers. Therefore, to coordinate urban and rural development and to make their advantages complementary to each other have become a fundamental way to develop our culture.The research paper starts with the basic theory of how to balance urban and rural culture development, analyzing the necessity and feasibility of it. Through generalizing the surveys on urban and rural development, it analyzes the problems emerging during the process of balancing, as well as their causes. On such a basis, this paper puts forward the strategies of balancing rural and urban culture development in a theoretical and practical manner.
