As one of the main public compulsory courses in Higher Vocational and Technical Colleges, Public English plays an important role in students’all-around development and the improvement of their English competence. However, HVTE public English course is far from satisfactory owing to its inherent deficiencies as well as several external factors.By ways of literature review, questionnaires and interviews, this paper presents an investigation from the perspectives of curriculum, student and teacher, and analyzes the current situation and existing problems of HVTE public English teaching on the basis of the statistics achieved. Problems found serious are as follows:low and uneven level of English on the part of students; disjunction of teaching contents and specific majors as a result of adopting the same set of text materials (for example, it is apparently inappropriate to use Occupation Comprehensive English, which focuses on Business English, as the textbook for medical students.); insufficient oral and application ability practice and lack of learning interest as too much attention and time are spent on basic knowledge teaching; narrow-scoped teaching evaluation methods resulting and students’obsession with passing the Practical English Test, etc.This paper tries to put forward a HVTE public English course design model:integrating ESP into HVTE public English teaching on the basis of the learners’needs and the target needs. Specifically, the teachers infiltrate ESP to general English teaching systematically in each HVTE public English class. Meanwhile, the author provides brief suggestions on HVTE public English syllabus design, teaching material construction, teaching method improvement, and teaching staff construction.
