A Study Of Iran’s Economic Diplomacy In Rafsanjani’s Period (1989-1997)

In1979, Iran took place Islamic Revolution,establishing a theocracyregime. Due to extreme foreign policy, Iran made enemies around, plunging inthe Iran-Iraq war, and faced the international isolation.Shortly after the end of the Iran-Iraq war and the death ofKhomeini,Rafsanjani took office.In order to rebuild the economy, he adopted aseries of strategic measure：interiorly formulating economic development plan，increasing oil production,expanding the non-oil sector income;opening to theoutside world moderately,attracting foreign investment to promote economicdevelopment.In diplomacy he insisted on independence premise,executingeconomic diplomacy policy,developing the friendship with all countries,in orderto get rid of the American economic sanctions.The gulf crisis and the collapse of the Soviet union provided diplomaticactivity space for Iran.Rafsanjani seized the opportunity to implement pragmaticeconomic foreign policy,engaging in economic cooperation diplomacy:improving political and economic relations with the gulf countries,strengtheningeconomic cooperation with the western developed countries, Actively promotingIslamic economic integration in the Central Asia region,expanding the economiccontact with other Asian countries,thus promoted Iran’s economic recovery anddevelopment.Meanwhile Iran implemented economic aid diplomacy:Activelyintroducing foreign capital,supporting other Muslim countries,in order to strengthen Iran influence in the international society.With Rafsanjani government’s efforts, Iran’s economy diplomatic strategyhad an important influence to Iran’s domestic political economy and theinternational community.Studying Iran’s1990s diplomacy,especially investigating from the economicdiplomacy,we can find out that these policy on Iran’s influence still workespecially on foreign policy. This can also benefit us in the study of the politicaland economic of Iran in the future.The article is divided into six parts:Introduction section describes the paper selection topic basis, the relevantscientific research results,the research method, innovation points and realisticsignificance.The first part introduces the meaning of economic diplomacy andIran’s economic diplomacy characteristic.The second part definitely analyzes thecause of the economic diplomacy from domestic and international; Thenintroduces the implementation of economic diplomacy in the domestic economicreform act.The third part interpretations the economic cooperationdiplomacy.The fourth part told the Iran’s economic aid diplomacy.The fifth partnarratives Rafsanjani’s pragmatic economic foreign policy on domesticinfluence,international influence and restriction factors.
