The management objects of the cultural management is the cultural activities people engaged in.After entering the new century, the cultural industries and cultural undertakings have been fully developed.Under such condition, the attentions have been paid to the basic discipline, characteristics, the internal andexternal system and operating mechanism of cultural management, and the way of cultural managementfunctions and so on. The significance and importance of cultural management have been confirmed. Themanagement of cultural undertakings is to provide free or low-cost social activities with social or servicemeaning, making cultural undertakings keeping its commonweal and welfare meaning to avoid it become acommodity. The cultural industrial management is to fully follow the economy attributes, to foster themarket economy, and to use social cultural resources to produce more, providing an abundance of culturalproducts and service so as to satisfy people’s growing spiritual and cultural needs. The fully understandingof cultural management theory, master of the characteristic and discipline, improvement of the level andquality of cultural management have deep theory meaning and practical value.The reform of the cultural management system would be an important step of our government. Thispaper believes, under the background of extended system reform, the management system and mechanismneed change and transform, so as to achieve the maximization of benefit of system and mechanism. In viewof this, this paper, after analysis of problems and shortcomings existing in cultural management, providesthe thinking of China’s cultural management under extended cultural management system. The thinking is:to separate the functions of cultural management departments into three parts, decision-making function,perform function and managements function. To fully boost the reform of cultural management system,these three parts need further improvement. For decision-making function, the cultural policy andconsultative system should be established; for perform function, the service thinking and cooperativeconsciousness should be considered; for management function, the consciousness of cultural safety andpersuasion management should be added. In the following research, the paper forecasts the internal andexternal obstacles, and provides reasonable solutions to these obstacles.
