| Firstly, from the perspective of the culture concept, this paper elaborated theconcept of culture, the core and its form of expression. from the perspective of therural public culture and peasants culture, this paper revealed rural cultural connotation,characteristics, classification and manifestations. Secondly, this paper illustratedtheoretically the functions and roles of rural cultural construction. Combined withpresent situation and achievements of Han Ji township, Liaocheng city, it analysisedfavorable background and unfavorable factors on rural culture construction, and alsothe causes of existing problems.Finally, based on the research and economic analysisof rural cultural construction in Han Ji township, Liaocheng city, this paperestablished the basic principles and specific countermeasures on improving the ruralcultural construction, and gived a prospection and expection to rural culturalconstruction.Rural culture construction, which is led by the government, supported by thepublic finance, to meet the basic cultural needs of the broad masses of peasants for thepurpose of guaranteeing the basic cultural rights and interests, is the implementationof the various cultural activities.Rural culture construction could be examined formthe rural public culture and peasants’culture.In general, rural public culturalconstruction has three basic characteristics, namely the government-led body, theobject of equality and openness, the content of the public welfare and systematic. Thecontents of rural public cultural construction can be divided into five aspects,including funding for cultural construction, supply of cultural products, networkconstruction of cultural facilities, technique and personnel support of culturalconstruction and organizational support of cultural construction. Peasants’culture hasthe following four characteristics, namely,the peasant subject, the various types ofcultural resources for all property owned by farmers, low barriers to entry for farmers,and bring a strong sense of satisfaction and accomplishment. Common rural culturalexpressions including cultural centre, cultural and farm book house, culture of thecountryside, and non material cultural heritage and protection.The rural culture construction could improves the mutual development of ruralspiritual and material wealth, promotes the spiritual and cultural needs of farmers andthe development of new socialist countryside, provides the correct developmentdirection of rural social culture, accelerate local economic structural adjustment,andstimulates folk non material cultural heritage protection and cultural diversity prosperity.The present situation and achievements of rural cultural construction in HanjiTownship, Liaocheng City are analyzed and summarized in this paper, which give aconclusion that there was not only favorable conditions, but also negative factors. Atpresent the cultural needs of farmers is increasing rapidly, and HanJi townshipgovernment promotes actively the cultural development in rural areas. The culturalpositions takes shape, the carrier of culture is developing with innovation,characteristic of culture has been cultivated, and cultural activities have furtherdevelopment. Effectiveness of rural cultural development has been graduallyemerging: the quality of farmers increasing substantially, civilized and harmonioussocial environment tending to harmony, and guiding and inputing mechanismgradually rationalizing.Since the reform and opening up,The construction of rural grassroots culture inHanJi township, Liaocheng city has made great progress, but because the limitation oftime, experience and construction funds in building, and the measures playing in atime lag, etc., there is inevitably a number of outstanding issues: such as inadequatefunding, poor infrastructure; cultural activities less attractive, lower rates of youthparticipation; lack of strength in the team of grassroots cultural development in ruralareas, and the overall quality to be improved;the lack of outstanding cultural productswhich meet the needs of farmers. The causes of these problems are mainly including:the errors in the ideological understanding, unclear focus, non-real mechanism of adiversified investment, the obvious distance between rural cultural producers andcultural products’consumers.Finally, the paper pointed out four principles that strengthening the building ofrural grass-roots culture must follow: the farmers’main body principle, rural-basedprinciple, advanced principle and "four in one" principle.It also puts forward specificmeasures to strengthen the cultural construction of rural grassroots in HanJi township.First, giving full play to the management function of the government function,andpromoting the development of grass-roots culture. Second, strengthening the team ofrural cultural construction. Third, enhancing the farmer quality, establish thefarmer’main body position in rural culture construction.
