Xinli was an old name of certain place in Qinzhou City. Xinli Dialect is mainly spoken in towns of Qinbei District of the city, including Xiaodong Town, Dadong Town, Changtan Town, Xintang Town, Bancheng Town, Nameng Town, Naxiang Town and Qingtang Town, and Taiping Town of Lingshan County. Some Han residents in Pingji Town and Jiulong Town of Qinnan District also speak Xinli Dialect. At present, the population speaks the dialect totals more than250,000.Xinli Dialect is an important vernacular of Qinzhou City. Though it is widely used by a large population, it has never received adequate understanding, and comparative study on it is scarce. This paper describes and sums up the phonetic system and features of the dialect, and compares synchronically and diachronically the phonetic system and phonological features between the dialect and neighboring dialects such as Qinzhou Vernacular, Hepu Lianzhou Dialect and Pinghua in southern Guangxi. According to the comparisons, Xinli Dialect receives less influence and shows large differences from Qinzhou Vernacular; but it receives more impacts from and shares many similarities with Lianzhou Dialect. The dialect is highly similar to Pinghua, and the difference between the two mainly lies in that Xinli Dialect is influenced by Lianzhou Dialect. A conclusion is thus drawn:Xinli Dialect initially developed from Pinghua, and it shows the development of Pinghua in areas of Qinzhou and Lianzhou.
