| Humanitarian intervention has become a very controversial issues in international society. Scholars have different description and view about the theory of humanitarian intervention. The paper endeavors to define the connotation of humanitarian intervention, and do further research on the legitimacy of humanitarian intervention in theory and practice.This article is positioned as the legitimacy of humanitarian intervention, discussing the legitimacy of the purpose of humanitarian intervention, the legitimacy of the way of humanitarian intervention, and the legitimacy in effect of humanitarian intervention. And investigating the connotation of humanitarian intervention and its theoretical origins. The paper is divided into four chapters, discussing the connotation of humanitarian intervention, the theoritical origins of humanitarian intervention, the legitimacy of the purpose of humanitarian intervention, the legitimacy of the way of humanitarian intervention, and the legitimacy in effect of humanitarian intervention. In the first chapter, the author investigates the connotation of humanitarian, the connotation of intervention, and the connotation of humanitarian intervention. In the second chapter, the author describes the connotation of the legitimacy, analysizes the legitimacy of the purpose of humanitarian intervention before the twentieth century, during the Cold War, and after the Cold War. In the third chapter, the author analysizes the typical case as NATO’s intervention in Yugoslavia and the United States’s implement of "pre-emptive" military strike to other countries with the name of "anti-terrorist", and explores the legitimacy of the way of humanitarian intervention. In the fourth chapter, the author expounds the concept of the legitimacy in effect, and shows that the effect of humanitarian intervention wnich launched by the United Nations is legitimate, while the effect of unilateral humanitarian intervention is illegitimate. In the conclusion, the author analysizes five situation on the legitimacy of the purpose, the way, and the effect of humanitarian intervention; and inspire people to make a more rational thinking of humanitarian intervention, and safeguard human rights and world peace and security more effectively. |
