Along with increasingly closer relationship between the internet and human life, new language phenomenon——the popular language of network is generated from the basis of network language. As the comprehensive product caused by elements in certain period including social politics, economy, culture, environment, and mental activity of human beings, popular language of network either agrees with the social phenomenon or social event, or associates with collective mood and public mentality. Therefore, popular language of network has strong sociality and medium. The frequent application and vast expansion of network catchword is not only the transmission phenomenon worthy of studying, but also a cultural phenomenon worthy of consideration. Through analysis on network catchword, the author tried to see through profound problems in current Chinese society and culture, and positively thought that how to promote the application of new cultural phenomenon of popular language of network for development of advanced culture and construction of harmonious society, which was the meaning of the research.Firstly, from the emergence of popular language of network, the paper discussed the transmission platform and transmission driving force of popular language of network. The open platform of internet creates necessary "public space" for the transmission of network catchword, and provides the width, breadth and depth of popular language of network. Besides the soil for popular language of network, the popularity of network catchword can’t do without the promotion of the public. Popular language of network is created and developed by the public. With criticized and queried attitude to social reality, human beings may have the mentality to pursue freshness and entertainment, or may regard the network catchword as the valve to release their feeling, pressure or dissatisfaction. Network catchword becomes the presentation of public mentality.Secondly, aggregation force of network catchword comes from the glamor of symbol and meaning of symbol. Popular language of network gets rid of original meaning and combines some social events, resulting in new meaning from the symbol transmission process. The meaning of popular language of network reflect its significance of the "construct","change","disappear" or "strengthen". Using Stuart Hall’s "encoding/decoding" theory to analyze symbol communication of the popular language of network, can be founded that the main force to bring forth the new through the old in the popular language of network symbol is disseminators and recipients of the conflict between encoding and decoding. Thence, multiple meanings of the popular language of network is due to the negotiation or resistant explanation between the audiences and media staffs.As the same time, Network catchword is not only a semiotic system transmission system, but also a complex cultural and social phenomenon. In the popular language of network discourse practice, people use " Metaphor" or "Parody" as their means to express their views and opinions, letting netizen’s discourse right’s "force"," interactive"," public" be enhanced. What can not be ignored is that the new implication comes from the conflict of coding and decoding between the media staffs and audiences. Network catchword has multiple meanings due to the negotiation or resistant explanation between the audiences and media staffs. We also need to see, the reality of carnival is the confrontation that the sub-culture strive for its own with the mainstream culture. This confrontation is the embodiment of "active participation" and "negative escaping ". However, popular language of network expanded sub-culture propagation space, and promoted cultural diversity.Of cause, as a new thing, the popular language of network brings fresh air to human life, though it also has the immature and unsteady aspects. The popular language of network has negative influence on young people’s world outlook and values of impact, and it easily leads to their lost emotions, not conducive to the healthy development of cultural atmosphere. Therefore, we shall standardize the network catchword, The government should have done "management", the media should be "gatekeeper", and netizen need to enhance their cultural quality. No matter who should do their best to provide the guarantee for the construction of harmonious, healthy, and vigorous network culture.
