With its ever-increasing national comprehensive power, China now involves in world affairs in a more active manner. Meanwhile, people outside China are in an urgent need to know about China. The annual Report on the Work of Government draws the attention of people from all walks of life home and abroad, for its comprehensive, authoritative, scientific and schematic characteristics. It functions not only to introduce the development of China, but also to present its up-to-date policies and profound culture. Its translation counts for much in evaluating the external-publicity-oriented work of China. Great progress has been made on translation studies of the national report, but theoretical study is still inadequate.Formed in the late years of1970s, the manipulation school puts its emphasis on the studies of the cultural and social influence on literary translating activities. This thesis focuses on addressing the problem of how to do the translation of the Report on the Work of Government under manipulation theory. Translating activity, which was not and will never be a "pure" language code-switching, could never break away from the manipulations of ideology, major power and dominant culture of the times. In this thesis, an introduction to the Report on the work of government is presented at first. Researches focusing on its linguistic code-switching as well as suggestions for its translation made by Chinese scholars are also considered in this thesis.Second, the author reviews the development of manipulation theory and introduces the three most important control factors which provide the framework for this thesis. The study angle proves to be feasible as a discussion on the adaptability of manipulation theory in China is presented, that is to say, the author researches the application of this theory in studying translation phenomena as well as the related questions raised on this topic in China.At last, the author tries to find the equivalent control factors in Chinese packing, as well as their influences on shaping the translation of the Report on the Work of Government. The study shows that the central government of China who works as the initiator of the original text as well as the patron of its translation provides economic and political support. Therefore, it is endowed with power to select the original text for translation as a reward. Poetics cares about not only the needs of foreign readers, but also the expected influence of translations on foreign language readers, the culture infiltration, thus it projects macro translation strategies for translators. Affected by the ideology of the central government who imposes its ideology indirectly and the macro translation strategies, translators form their own ideological factors that take effect in the translating process of the Report on the Work of Government. This thesis contains both the good cases in point and some arguable translations for further analysis.
