Since the end of the20th century, as the coming of the globalization of world economy and the network information times, the quick development of new knowledge economy as well as the combination of science and culture, the creative industry has been making an increasing impact upon promoting urban comprehensive competitiveness. In the past few years, the development of the creative industry has made remarkable effect.Culture industry rejuvenation plan reached at the end of the executive meetings of the State Council in July,2009, indicates that creative industry has jumped to the national strategic height. In recent two years, the creative industry, as an new growth point to Promote local economic development, has becomed the pillar industry of national economy generally and impacted the future of China in an unprecedented speed by the more stronger tendency. However, despite the great success achieved by Chinese creative industry, a series of key problems limiting its development need to be solved urgently.Changsha, as capital and cultural center of the Hunan province, the rising and maturity of its creative industry is a miniature of the culture prospering Hunan province and Changsha city strategies. The scientific plan and conduct can provide unceasing power of the development of Changsha creative industry. Since the beginning of21st century, Changsha has speeded up the pace of development of creative industry. This article takes this as a breakthrough point, researching on urban creative industry development based on the view of geography.Firstly, this article starts with theoretical basis of the creative industry development in domestic and international cities. Then, creative industry has been elaborated with conceptual definition. The bidirectional interaction between the creativity industry and the city have been specified in multiply perspectives. The relative theoretical bases of this study have been discussed in terms of theoretical aspects of both the creative industry development and spatial development.Secondly, the characteristics of the spatial developments of urban creative industry localization and agglomeration have been explored. Then, four trends of the location choices of urban development creative industries have been summarized.Thirdly, the construction of urban creative industry cluster have been explored from three aspects:the creativity resources, the creativity environment and the creativity network.Finally, empirical research on the creative industry has been done in the case study of Changsha city. By the method of SWOT analysis on its development status, the creative industry development in Changsha City has been outlined, as well the creative industries in Changsha City spatial development characteristics and location choice have been explored. The suggestions of development of creative industries in Changsha City based on the view of geography are as follows:1) The leading industry choice. Recommend that the future development of the creative industry in Changsha with an emphasis on film and television media, arts and crafts, developing cartoon animation and entertainment industry vigorously, and actively promoting the development of other creative industry, with focus on forming their own development characteristics, so as to enhance the competitiveness and status of its creative industries in the whole country.2) Optimization of the spatial pattern of creative industry development in Changsha. Considering the different development scale and function, proceed the plan construction and the rational division of the creative space carrier, and promote regional development of modern science and technology, cultural transformation and the value of remodeling, based on which, promoting the downtown of Changsha as a strategic subject and its creativity industrial division, building creative industry multi-regional, multi-level and multi-mode overall development space patterns denoted as "one nuclear, five streets, seven ground and multi-point"in Changsha.3) The strategy for upgrading the whole competitiveness of the creative industrial clusters in Changsha:creative resources integration strategy, creative environment optimization strategy and creative network strengthening strategy.
