The Chinese government report always receives the attention of the people home and abroad.In particular, with the improvement of the Chinese influential in the world recently, more andmore people attach high attention on the Chinese government report through which people canlearn the Chinese situation, policies and the plan of development in the future. All these call forthe best translation of it.The year of2011should be the special year for Chinese people, because it is the first of yearof the Twelfth Five-Year plan. In2011’ report, Premier Wen will not only give the conclusion oflast year but also sum up the work of the Eleventh Five-Year plan as well as arrange the work ofthe next five-year. Therefore, we can see that the government report in this year has specialsignificance for China. In2011’ report, there are mainly three parts: review of national economicand social development, main objectives and tasks for the twelfth five-year plan period, work for2011.Graduation, as one of subsystems of Appraisal, crosses the other two subsystems: attitudeand engagement. Graduation attends to grading phenomena whereby feelings are amplified andcategoried (Martin&White,2005:35). The distinguish feature of graduation is gradability.Martin and White (2008:136) have ever pointed that the semantics of graduation should be thecore of the appraisal system. Force and Focus are the two parts of graduation, which try tomodify and limit attitudinal meanings and engagement system.In the past, a lot of scholars study the discourses from the perspective of the whole Appraisalsystem or the attitudinal meaning, but few people only approach to the graduation. Graduationand attitude are closely connected with each other, we cannot separate them from each other todiscuss. Every text has its attitude, and graduation is to graduate attitude so as to make it clearlyexpress. The yearly Chinese government report is to show the attitude of government toward thelast year and the following year. In this Report, many graduated items are employed to presentthe expression of Force.This thesis employs the qualitative method to study on the2011Report on Works of ChineseGovernment from the perspective of graduation under Appraisal. The targets of this thesis shouldbe: Have the graduated items been conveyed accurately in the target language? Is the translationof this Report on the basis of real understanding the attitudinal meaning of the target text? Whichkind of translation methods have been used in this Report? Which kinds of factors influence thetranslation of graduated items?Through analysis, this thesis has the following findings: Firstly, the distribution of force in2011’Report is much more than the focus; Secondly, the two parts of force (intensification and quantification) also have completely different distribution in2011’ Report. Thirdly,intensification is explored through the six modes, and some of graduated words are directlytranslated into the equal words in English. However, other graduated words have been madesome adjustments, because of the special attitude in its context, the different cultures anddifferent features of these two languages. Fourthly, the method of translating quantification inthis part is mainly the equivalent one, but some of the sentences are made a little change in theprocess of translation. Fifthly, in this Report expression of focus is very few, in which thenumber of sharpness is more than the number of softness. Sixth, the factors that influence thetranslation of graduated words are many, in which the main three factors should be the sourcetext, the translator and the target language and culture.
