Before the acceleration of the urbanization, the pace of which was slow, one city represented the local cultural and traditional characteristic. With the changes of urban functions in different historical stages, physical forms such as, buildings and natural landscape, as well as the citizen’cultural tradition in urban area followed the abreast and continuing steps. The tradition of urban culture had been handed down from age to age, which brought up some distinctive cities from their cultural characteristics. However, that distinctive urban culture has been assimilated and even devoured under the context of globalization. Historical buildings with special local color has been pull down and the structure of traditional culture has been damaged, which from one hand are attributed to the pursuit for economical interest by governments and developers intentionally or not, from the other hand the lack of fully understanding and deeply confidence for our own urban culture. The consequence is that when evaded with the exotic culture, our urban culture will blindly follow and be at a loss end. Urban culture is an impetus, a soul and a competition for a city’s overall development. It owns a vital meaning for a city to guide and build up a special culture which in turn will help to improve our economy. It is also important for our social sustainable development in the near future to rightly deal with the problems of urban culture development on the course of urbanization.Scholars at home and abroad did the research on urban culture mainly from the aspects of literature, management and sociology, but paid little attention on the spatial changes. The creative point of this paper is to study on cultural development of Luoyang city, from two aspects of material construction and non-material construction, based on human geography. The first part is literature reviews which mainly introduce the context of urban culture study at home and abroad. The second part gives the definition of urban culture, its feature and function, and history and present characteristic of Luoyang city. The third part points out dilemma faced with the development of its urban culture, such as the lack of local color on the look of the imperial city, the weak completion compared with the other eight China famous ancient capitals, the lack of cultural connotation in urban planning and an urgent improvement in the protection for historical and cultural relics. The forth part analyses restraining factors for the development of city’s culture, in which from my book little awareness of cultural connotation and overemphasizing over the issue of economic interest are taken into the first position. The last part is a conclusion in which solutions are proposed aiming at the problems on the course of cultural development, such as the heritage of culture connotation, increasing competition in cultural industries, historical and cultural relics’protection, harmonizing the relationship between protection and development, formulating the local color and uplifting cultural quality.
