"Zhou-li" is the important book to study the pre-Qin’s system. The documentsystem of "Zhou-li" indicate that, the documents are widely used in many aspects ofstate management in that era. This paper will use "Zhou-li" as the basic material,based on previous research results, combined with the pre-Qin’s handed downliterature and slips unearthed to discuss the document system of "Zhou-li" from threeaspects.The first chapter expounds the documents’ types of "Zhou-li". First, according todocuments content as classification, the documents of "Zhou-li" can be divided intoseven categories, they are account documents, the king’s commandment documents,instruct documents, contract documents, legal documents, prison suit documents andpass documents.Among them, the account documents including ‘Yao-Hui’,‘Cheng’,‘Zhong’,‘Ban’ and ‘Jian-Ji’. The contract documents including covenant and coupons. Theprison suit documents including complaint documents and judgment documents. Thepass documents including ‘Jie’ and ‘Chuan’. Analysis the name and content ofdocuments is the focus of this chapter.The second chapter will discuss the management system of "Zhou-li". Mainlyfrom the documents of writing, transmit and collection three areas to explore.‘Nei-Shi’,‘Wai-Shi’ and ‘Yu-Shi’ are dedicated to the documents’ writing of the king.Documents’ transmit is the focus of the issues discussed in this chapter."Zhou-li" bytaking repair the roads, and set the signs, the use of transfer trucks and other measuresto protect the documents well communicated.‘Xing-Fu’ responsible for transmit thedaily administrative documents, it’s the main department to transmit documents;Hotel organization is to provide vehicles, horses, food and rest, it’s the auxiliarydepartment to transmit documents;‘Chao-Da Fu’ is responsible for the royal familyand Guinea mining Yap documents exchanges, it’s the ad hoc department to transmitdocuments between the royal and fief. The royal family and government documents collection is divided into two systems,‘Tian-Fu’ is the royal archives of collections,‘Si-Shu’ and ‘Tai-Shi’ are responsible for government documents collections. Copyof the system is reflected in the improvement of collection mechanisms anddocuments to increase the number of demands.The third chapter will discuss the application of documents in "Zhou-li".Documents are widely used in some area management, such as national personnel,economic, judicial, military and transportation. In addition, the documents used in acertain extent, improve the quality of officials and the public culture, it can providethe material to repair history for the future generations, play a role in the promotion ofcultural transmission.
