The literature of international relations (LIR) concerns the relationships between different countries and different regions, and it is characterized by tight argument and succinct style. Although the translation texts are significantly important to the research of international relationship in China, there is a long way to go before the translation texts are improved both in quality and quantity.This paper includes two parts, that is. translation and critical commentary. Taken from Journal of Conflict Resolution. "Hierarchy and Community at Home and Abroad:Evidence of a Common Structure of Domestic and Foreign Policy Beliefs in American Elites", the source text, tries to find out the evidence of the coherence between domestic and foreign policy attitudes among American elites. Drawing on the literature on rights theory, partisan cleavages, and ideological continua. the author posits the existence of two core values, hierarchy and community, which manifest themselves both at home and abroad.Insomuch as there is a dearth of research in the translation of English LIR. this paper, taking the translation of "Hierarchy and Community at Home and Abroad:Evidence of a Common Structure of Domestic and Foreign Policy Beliefs in American Elites" as example, tries to discover and discuss the knacks of rendering English LIR in terms of diction, syntax and structure according to Peter Newmark’s principles concerning sematic translation.
