Since the late Qing dynasty, China’s modernization process was comprehensive. Apart from the perspective of officials and individuals, modernization of social groups should also be one of the important links. Because of the unique natural and cultural environment, the development of Huizhou merchants association of fellow townsmen is compelling. Among them, Shexian County (seat of Government in Huizhou) Shanghai community association, which was officially founded in1924, is more typical. It reflects the face of China’s non-government, non-profit social organizations in the context of changing times. Its organizational structure and main activities reflect a distinct color of modernization. It has fully played the third domain of organizations outside of the official and market forces and has played a major role in economic and social development.This article is based on the research of Shexian County community association. It focuses on the investigation of the personnel system and the financial system in terms of organizational structure of the Association,; While in the area of social welfare activities, drug analysis, disaster relief and assistance for IPR protection for their homeland, respectively; and economic, political and cultural aspects start from specific activities, in General with an overview.The establishment of this association originated from the disaster relief. The system and structure of this organization, either the leaders or the financial management system, embodied a clear-cut principle of modernization. It engaged in many aspects of social, economic, cultural and other activities. Their sight in protection of individual rights, Human natural environment maintenance and most of the strategies and actions which were taken when dealing with issues contain a modern concept. Based on the leaning and organizing of information about this association collected in Shanghai archives, plus part of the theory of history, economics, sociology, this article explores this association and considers that it not only provided many supports to the native place on the material aspects, but also played an important roles in guiding Shexian to a modern times regarding its society, culture, politics, economy and other aspects. according which, the third domain organization in the process od modernization can play a great role in promoting for playing a unique advantage.Consideration of its reference role base on that would contribute to the current development of China’s non-government, nonprofit community organizations.
