Study On Public Culture Service Construction From The Perspective Of Knowledge City

Public culture service is the basic content of the government’ public services, an important representation of service-oriented government function transformation, a significant guarantee for people’s basic cultural rights and interests, an important foundation to achieve the development and prosperity of culture, the content of the comprehensive construction of well-off society, also an important part to enhance the national and regional cultural soft power. How to build public culture service system, has become the focus of theoretical research and practice of every level government. With the development of economy and improvement of living standard, people’s requirements both on the quantity and quality of public cultural service continue to increase.Knowledge city is an innovation strategy and concept for urban development occurring in 1990s, and some international consensus on basic indicators and core elements have already formed. According to the standards that the well-known " Knowledge City Manifesto" released in Barcelona in 2004, these standards should contain knowledge education, public library, information network, public culture service facilities, the development of cultural industry, cultural diversity and so on. Therefore, based on the successful cases of developed knowledge cities, it is necessary and important to absorb and draw lessons from their experience in public culture service in the process of China’s urbanization and city transformation.Yuzhong District is the core area, economic and cultural height of Chongqing city. Its economic development ranks among the forefront of China. Generally, it is the rudiment of knowledge city with great potential in the mainland of western China. Recent years, public cultural facilities, cultural funding, cultural team construction, and cultural products in public culture service construction of Yuzhong have already obtained remarkable achievements after these ceaseless exploration. Therefore, this study is to discuss the possibility that Yuzhong may transform to knowledge city based on the theory of knowledge city and of public culture service and combing practice of domestic and foreign knowledge cities to provide new thought and mode for Yuzhong and nation-wide public culture service, in order to solve the dominating contradictions and problems, and enhance the efficiency and level of public culture service.
