On the background of global economy, the competition among different national power in the world is tending to the soft power. The cultural and creative industry is the symbol of the national power. From the year of 2008, because of the global monetary crisis, many enterprises slow down their growth speed, which caused the downward of economy. However, the cultural and creative industry is growing in the tough economy times. As the booming industry in the new century, the cultural and creative industry is becoming the new attraction during the development of global economy, due to its advantages, such as high technology, less environmental pollution, low resource consumption, etc. Therefore, many countries strong support the cultural and creative industry, which is regarded as the new growing point of economy. Some people argue that the cultural and creative industry is the fourth "carriage" of pulling the economy after investment, consumption, and export. Other people think that the cultural and creative industry is the fourth industry after three main industries (agriculture, industry, and service industry). In a word, the cultural and creative industry, the favored industry in the post times of economy crisis, is going to be the key power to push the development of economy.This paper uses the methods of Comparative study of history, unify of logic and history, the combination of qualitative analysis and quantitative analysis, and the combination of static analysis and dynamic analysis. On the basis of collecting and arranging a big quantity of domestic and foreign documents and bibliographies, this paper is divided into five parts of content.The five parts are written as following. The first part is the introduction, which introduces the study’s significance, study methods, study’s theory basis, and domestic and foreign study’s status. The second part is the introduction of the cultural and creative industry, which introduces the concept, the features, and development of the creative industry. The third part is the status of China’s development of the cultural and creative industry and question analysis. The fourth part is the experience and inspiration of foreign cultural and creative industry’s development, which sums up the experience of foreign countries’ cultural and creative industry, especially main developed countries like Britain, American, and Japan, and then china get the inspiration from the experience. The fifth part is the basic thinking of promoting Chinese cultural and creative industry, which is promoting effectively the cultural and creative industry from policy, market, investment, finance, and the system of talent and intellectual property rights.
