Research On The Issue And Improved Measures Of Medication Management For The Basic Medical Insurance

With the continuous development and improvement of China’s basic medicalinsurance system, the new policies about medication management for the basic medicalinsurance were promulgated, then the further medication management about theoperations and policy of the health insurance are provided, and it will be constantlypromulgated. However, the health system reform and the supporting policy aboutproduction and distribution of the drugs aren’t fully in place to fit in this, so the healthinsurance sector which improves medication management for the basic medicalinsurance effectively and reasonably is urgent. Firstly, in the study on the theory ofpublic goods, medical insurance theory and game theory, this paper clarifies thehistorical evolution and the current status quo of medication management of China’sbasic medical insurance, and explores the existing problems of the national basicmedical insurance drug directory. And there are4problems: the basic medical insurancedrug directory is formulated imperfectly, the types of drug in the basic medicalinsurance drug directory were growing too fast, the management and supervision of thebasic medical insurance drug list lack, the medication directory system of the basicmedical insurance can not provide a comprehensive analysis.Secondly by the case ofShanghai, this thesis analysis of the behaviors of the government, medical institutions,the patients and medicine production enterprises, and from the perspective of GameEquilibrium, analyzed the problem and the impact of their behavior. Finally, this thesisproposes measures to improve the basic medical insurance medication management:improve the institutional environment, strengthen pharmacy administration of medicalinstitutions, enhance the cost consciousness of patient, enhance the competitiveness of pharmaceutical production and operation enterprises, and promote the JointReformation for Public Health Services， Medical Insurance， and MedicalProduction-Circulation(JRPMM).
