| BACKGROUNDHealth is the base of comprehensive development and relate with the happiness of millions of families. Accelerate health development and improve people’s health is not only one of the objectives of economic and social development but also the major insurance of human resources protection, economic development promotion and maintaining social harmony and stability. The Seventeenth CCP Congress report will establish an universal access to basic health services as one of the new requirements for building a moderately prosperous society. Without health, there is no well-off, to meet the healthy needs of the residents is a basic responsibility of government. Socialist new rural construction is a a wide, rich and meaningful project and require long-term efforts., it is relatively difficult when we are looking for an entry point due to the complexity of the construction. At present, it is particularly important to find which focal point we should rely on to solve the urgent basic hygiene problem that farmers are most concerned about. For this, it is necessary to carry out related research.Objective:Clearly define the new rural health connotations and their corresponding specific content, identify the entry point, to carry out the construction of new rural health, solve the health issues that fanners are most concerned about, effectively improve rural health status and health of farmers, allowing fanners to fully enjoy the health outcomes of new rural construction METHODS:In the study based on qualitative research methods, specific methods are as follows:(1) Review method:Summarize and classify the system and define new rural health connotation by collection of domestic and foreign literatures.(2) Delphi Methods:On the basis of listed above, twenty related experts were selected, and apply Delphi method to carry out2round consultations, the construction frame of new healthy rural was confirmed by dealing with the consultation results.(3) Expert Consultations:10-15experts were selected to analyze the construction frame to ascertain the focus of new healthy rural in regions having different economic level.MAIN RESULTS:The connotation of new health rural:Clear meaning of "healthy new rural" lies in the definition of" health ". Health is not only the absence of disease or infirmity, but also the perfect state of body, mental health and social adaptation, containing many important implications." Health " covers the various rural health-related elements of farmers, the ideal new healthy countryside should create the conditions and mechanisms of all efforts conducive to the health of farmers, the basic concepts of the new healthy countryside " is through the impact on the environment, lifestyle, health services, biological, psychological, social and other factors to intervene the health of rural residents, establishment of health security system containing public health security environment, community health services, fair medical Expenses and effective government support, the formation of new rural communities benefit to raise the health level of rural residents, promote and protect the health of rural residents.(2) Basic standards of New Healthy Countryside. High degree of harmony of Living environment and ecology, safety; widespread of healthy lifestyles and behavior; high degree of extension of basic medical and public health services; high insurance of medical costs; low infectious disease incidence rate; significantly improved healthy indicators of rural residents.(3)the basic framework of " New Healthy Countryside". Rural public health system, basic health care system and health care system are the basic elements to build a " new healthy countryside," the three are complementary and mutually influenced.(4)To carry out the focus of new rural construction. Priority areas are divided into three categories by experts:First, for the focus groups; secondly for major diseases and health problems; the third aim to controllable risk factors for health. And accordingly proposed the new rural construction focus of different economic development levels should be selected to carry out.CONCLUSIONS AND RECOMMENDATIONSBy a relatively systematic literature review, we have defined the health of new rural connotation, and conducted review of the new healthy rural construction related research, formated the initial ideas of new rural construction framework which is named three major systems of rural public health system, basic medical service system, medical security system and one major system of government support. After literature review and comment and the formation of basic assumptions, we select and invite public health experts to use the Delphi method to build new rural construction project framework. On the basis of Delphi method, we use expert consultation to analyze the new healthy rural construction framework and determine the focal point of new rural construction from different levels of economic development.(1) Reduce birth defects, make sure pregnancy safety, improve the quality of life and health of women and children.(2) Full implementation of the expanded national immunization program, vaccination of every child, apply interventions against AIDS, tuberculosis, viral hepatitis, schistosomiasis, zoonoses and other key or emerging infectious diseases. Effectively contain and reduce health hazards of these diseases.(3) To curb the high incidence of chronic diseases, prevalence and mortality, reduce disability caused by chronic diseases, disability and premature death and disease burden of chronic disease.(4) Improve drinking water safety, reduce water-borne diseases including water-related infectious and chronic diseases, improve Environment and Health Action for harmless latrines and solid waste disposal.(5)Improve health awareness, health literacy and healthy lifestyles capacity, control of chronic diseases associated risk factors, reduce irrational diet and physical activity associated chronic diseases. Health education and people’s health plan should be emphasized. Promote healthy lifestyles, improve physical function and quality, use universal health lifestyle actions to promote rational diet, Regular exercise and tobacco control.(6)Establish and improve medical and health service network, reasonable division of the functional orientation of medical and health institutions at all levels, establish scientific and standardized medical and health institutions operating mechanism, establish a relatively perfect system of public health services and the health care system in accordance with the demand of reasonable structure, clear division of labor and resource sharing, coordination and interaction and information exchange requirements.(7)Establish and improve the urban and rural residents covered by multi-level medical security system, insist on the wide coverage, basic security, and sustainable principles, continuously improve the level of protection.
