Survey Study On The Fairness Of The New Rural Cooperative Medical Care In Dalian City

Since2003, the new rural cooperative medical work has been carried out in our country. Now, the new rural cooperative medical care system has been established,more than99%farmers have joined in the new rural cooperative. By the implementation of the new rural cooperative medical policy, farmers spend on the medical care less than before, and the medical level of the rural areas have been raised. However, we can not ignore that the rural health in China is still on a low level, most low-income farmers did not enjoy the fairness of the medical care.There have some problems in the new rural cooperative medical policy, such as the low new rural cooperative funding levels, the proportion of medical expensesd and the types of drugs can be reimbursed is still relatively limited, the payment of the new rural cooperative medical have some problems, etc.In order to response these problems, this paper use some methods such as literature review, questionnaire, statistical analysis, empirical analysis to study on the fairness of the new rural cooperative medical care in Dalian City. First of all. based on the fair study of the new rural cooperative medical care at domestic and international, we have some interview with the new rural cooperative office, farmers and medical institutions,and issue questionnaires to six counties which carry out the the new rural cooperative medical care in Dalian City. Secondly, based on the the new rural cooperative medical care in Dalian City, through the investigation on financing, resource allocation, use of service, health,we study on the fairness of the new rural cooperative medical care in Dalian City. We find some problems in the new rural cooperative medical care such as the model of the new rural cooperative medical care payment is not very good; the gap between the rich and the poor areas is is widening further; the medical resource configuration of the rural is vulnerable; the farmers spend more money on disastrous of health expenditure. Finally, we give some advances on the the new rural cooperative medical care in Dalian City, such as improve and perfect the new rural cooperative fund-raising mode of payment; increase investment to the construction of the three-level medical security system in rural areas, and improve the income of the farmers in Dalian.
