Study On Implementation Problems Of Current Mode Of Medicine Zero Spreads From The Perspective Of Rent Dissipation Theory

Objectives:This article is chiefly based on the rent dissipation theory.integrating the government regulation theory and equity theory, to analyze the essence of medicine zero spreads according to the mode of the rent dissipation theory and conclude the problems occurred in the process.then furtherly analyze the root cause. On that basis.to put forward the countermeasures for solving the problems,providing references for further advancing the division of medical treatment and drug sale.Methods:Understood the strategies and effects of division of medical treatment and drug sale at home and abroad through a review of literature; analyzed the current situation and problems of division of medical treatment and drug sale with the observational method.analysis and synthesis method, and system analysis method combining with relevant materials.the reasons for the problems were analyzed with government regulation theory and the countermeasures were proposed.Results:1.The current practice of division of medical treatment and drug sale was far different from the the connotation.the reform emphasis was at the economic level only.2. the analysis results according to the curve graph of the theory of rent dissipation:the not much clear medical and health service system and unclear property rights can probably produce rent dissipation.then moral hazard of doctors would be induced,which is the root cause of difficulty and high expense of medical service with long history.3.the analysis results according to government regulation theory:as one of the methods of government regulation, zero price policy of medicine is effective in the medicine price control in the short term.however.would not be significant in the long run.4. the analysis results according to equity theory:there is an information asymmetry among the doctors.patients and government as a result of the specificity and professionalism in the field of medicine.On the basis of marketization, the governmental supervision over the healthcare market should be strengthened at the same time, bacause the healthcare market is a public welfare of private goods.Conclusions:The essence of problems occurred after the implement of medicine zero spreads is actually the disadvantage of medical market monopolized by the government.If the reform is implemented without hit the fundamental problem---the healthcare market,the well intentioned policies and countermeasures would not take effect. Currently,the supporting mechanism of the division of medical treatment and drug sale is not sound,only supported and supervised by each side of healthcare reform, the division of medical treatment and drug sale could go on to achieve the prospective goal.
