Calculation And Analysis Of Total Health Expenditure For The Period2005-2010in Hunan Province

The total expenditure on health is reflected the health funds flow from the angle of allexercise. It can be measured and presented its present situation. So far, our country alreadyhas more than20provinces which launched accounting work of the total expenditure onhealth. Therefore, there is great significance for accounting the total cost of Hunanprovince to know the location and make suitable policies for coordinated developmentbetween economic and social.The paper calculates total health cost in Hunan province from2005to2010by thesource and financing method and allocation method. Hunan’s total health expenditure ofyear2005and2010grows rapidly, and it has been increased from270.09billion RMB to739.78billion RMB. The growth rate of TEH is24.72percent. The governmentexpenditure and the socials expenditure are increased every year, but the proportion ofout-of-pocket payments is also higher which decreased from75.8percent to43.74percent.From the perspective of health expenditure allocation, more than50percent of the resourceis allocated to medical establishments and10percent is allocated to public health facilities.We can know that the structural problems of TEH in Hunan province have not onlyrestricted the allocation equity of health resources. So increasing the government and thepublic health spending, optimizing the allocation of resources,improving the governmentinvestment efficiency, establishing and perfecting medical insurance system and promotingbasic pharmaceuticals system which are best choices for reforming public health policy infuture.
