On Optimizing The Medical Oder Of Changchun Based On The Systems Engineering Theory

It’s been three years since“the CPC Central Committee and State Council onDeepening the Views of the Medical and Health System”is released. Although theimplement of the term has helped improve the medical service level and broaden themedical expense coverage, it still can not get at the root of the problem of inadequatemedical services. In these days, people are still complaining about the high expenseand complicate processes in medical service; and hospitals in our country also havetheir own problems, such as asymmetric Information, resource waste, low efficiency,and so on. And all these problems in their essence is caused by chaotic medical order.Therefore, taking medical order of Changchun as the research object, the aim of thispaper is to optimize its medical order to improve the medical service leveloperationally.There are about four types of medical health system around the world, which aregovernment dominance, market dominance, social insurance, and complementaryequilibrium type, respectively represented by that of England, America, German, andSingapore. By reading lots of literatures and utilizing the theory of health economics,this paper analyzes and researches these four types, puts an emphasis on their medicalorders, and concludes their medical order models respectively.After evaluating the international typical medical order models, this paper putsup the model design principles, which are fairness, accessibility, efficiency, thegovernment financial burden and the patients’individual economic burdenrespectively. By doing this, the medical order objective model is concluded.Followed by consideration of both the objective model and our nationalconditions is the medical order model especially for Changchun. By utilizing the WBS, the new order is divided into two sub-functional modules, medicalorganizational order and security order. While the former is further divided intohospital system, medical process, and health resources allocation, the latter is dividedinto medical dispute arbitration institution, and medical insurance.On the basis of the new model, this paper designed the optimization schemes,which includes all the factors in the model. According to the model, hospital systemshould be classified into three levels, and the family doctor should be popularized inour country. What’s more, the new system should adopt the first diagnosis policy andthe dual referral policy. As for the health resources allocation, regular trianglestructure should be built catering to patients’needs. The new model also advocatesutilizing informatization to simplify the medical process with the introduction of theelectronic health records card. In addition to these, deepening the influence ofmedical dispute arbitration institution is beneficial to solve dispute. At last, to set up areasonable system of medical treatment insurance is of great importance in formingfairness, accessibility, and maximum meet people’s all aspects of medical needs.After designing optimization schemes, this paper evaluates and examines thenew model. It proves that the new model is effective in solving problems in themedical order of Changchun.In conclusion, the new medical order model in this paper can optimize themedical order in Changchun, improve medical efficiency for patients, and decreasemedical social costs. What’s more, as similarities are shared around our wholecountry regarding to medical order, therefore, the medical order model put up with inthis essay has realistic and wide application value.
