Medical health service is an important problem which is relating to billions ofpeople’s health and happiness. Deepening the Structural reform of medical healthservice, accelerating the development of medical health service, adopting the growingmedical health needs of people and strengthening people’s health quality continuouslyare a necessary condition for promoting the comprehensively coordinated sustainabledevelopment of economy society, an important measure for keeping social equity andimproving the quality of life, and a major task for building a moderately prosperoussociety which is also a socialist harmonious one.Nowadays, in our country the contradiction among the level of medical healthservice development, the requirements of what people’s health can not adaptcoordinated development of economic society is still prominent. The medical healthservice development between cities and area is unbalanced. The allocation ofresources is unreasonable. The health care work in public and community isinadequate. The medical insurance system is not in good condition. The order ofproducing and circulating medicine is non-standard. Hospital management andoperation system is defective. Health spending is insufficient for government.Medical expenses rise too fast. Personal burden is excessive. For these reasons, todeepen health system reform is a strategic choice for accelerating the medical healthservice development.With a new medical system conducting smoothly, RM hospital, as one of thehealth care reform hospitals, rushes in front of the reformation. The old medicalprocess and management are not only inconvenient for superior medical institutions to supervise and manage in hospital, but also inconvenient for internal managers tomonitor the quality. How to solve the uncoordinated problem between seeing a doctorand managing a process for Internals in the hospital, how to ease the pressure named“Three long, one short” in the hospital, and how to practically solve the problem whatis that medical treatment is difficult and expensive become the most importantquestion for RM hospital to reform health care.The construction of hospital information effects the transformation of theoriginal process. The paper, according to study on the hospital information systemwhose core is electronic medical records based on hospital information platform inthe hospital, reach the purpose of completing structure and function of hospitalexisting information systems, reinforcing the basis of the public hospitals, optimizingmedical treatment process for patients further, improving the medical environment,and reducing the labor intensity of the staff. A completed integration of hospitalinformation systems improving the quality and level of public hospitals’ medical care,which will cover all the business and management, can be formed based on hospitalinformation platform. According to recycle the medical institutions processes, a set ofhospital medical and behavioral management system will be build scientific, fine andprofessionally, to realize to dynamically regulate hospital medical behavior integrally,thus to enhance the medical behavior regulatory capacity for public hospital and toimprove the quality and efficiency of medical services.In the process of reengineering information technology in the RM hospital,based on the process reengineering theory, as a means of information technology, thefollowing main measures will be taken to analysis and research:⑴Enterprise diagnosis method can be taken to analysis the existing process inthe public hospital.⑵Empirical study of analysis methods can be taken to analysis promotion andapplication of the process reengineering in the hospital. ⑶Statistical research methods can be used to analysis the managementindicators and economic data.⑷How to improve the efficiency for medical staff and patient satisfaction rate,according to use IT theoretical research information.With the rational use of information technology in the hospital, improvingworkflow of hospital, health care reforming work requirements will be achieved forministry of health. It can realize “Patient-centered”, ease the question that medicaltreatment is difficult and expensive, improve work efficiency and further realize theinformation sharing, regional collaboration, and dynamic supervision of the wholeprocess of medical practices in the hospital.
