The Research On The Evaluation System Of The Sustainable Utilization Of Forestland

The forestland as the carrier of forest resources is not only an important part of forest resources and land resources, but also the most basic material basis of forestry development, and the root and security of realizing sustainable development of society and economy. The sustainable utilization of forestland is the basis and prerequisite for the sustainable management of forest, is the key to the construction of modern forestry and two-type social, is an important basic work to build a modern socialist country. Nowadays, it is more urgent to improve the ecological and the environmental for the development of economic and social, the requirements of ecological and environmental has become the dominant social demand for forestry. The sustainable use of forestland is the guarantee can continue to meet the social and economic development and the rising living standard of the people of the forest and ecological products demand, in order to promote the sustainable development of social economy.The research contents of this thesis from the instructor’s scientific research project "forest resources in Pubei County Guangxi two kinds of investigation and data processing", under the guidance of tutor, uses the advanced theories and methods of forestry, ecology, sociology, economics, conducted a comprehensive study of the evaluation index system of the sustainable use of forestland, carries on the analysis from three aspects of sustainable utilization of land natural resources, ecological effect, economic indicators, constructs the evaluation index system of sustainable use of forest, and on the basis the case application. The main research work is as follows:First using a large number of literature to analyze and summarize the research result and existent problems of the system of appraisal indicators of forestland sustainable use at domestic and abroad, build the principles of founding the evaluation indexes system on the forestland’s sustainable utilization, Combining with the practice of forest sustainable development, as well as the understanding and thinking of the sustainable use of forestland, definite the sustainable utilization of forestland in different stages:the preparation stage,the preliminary stage, the sustainable development stage, realizing sustainable use stage.Second, using the comparison of the level of detail data sources, methods of evaluation object and the evaluation results of the data precision, analysis on the existing evaluation methods, such as the sub compartment evaluation method, comprehensive evaluation method and the whole forest measurement method. As sub compartment evaluation method,using a small data, obtaining data conveniently, can guarantee precision, the paper adopt the sub compartment evaluation method, evaluate the sustainable use of forestland conditions.Third, useing sub compartment evaluation method, analyses main subcompartment data that affect the sustainable use of forestland, select22evaluation indexsn as class composition, slope, soil depth, soil texture, humus layer thickness, altitude, slope aspect, slope position and site level, forest type, tree species composition, origin, age, age group, the average DBH, tree height, average stand volume, density, number of plants per unit area, conditions, skidding distance, transport distance skidding. From three aspects of natural resources, ecological, economic, establish the system of sustainable utilization of forestland.Fourth, useing expert consultation, analytic hierarchy process (AHP) to optimize the evaluation index, establish the standards of evaluation indexes and divid the index system into three levels of object hierarchy, rule hierarchy, index hierarchy. Sorting and checking, getting ecological index weghit of0.637, natural index weghit of0.258, economic indicators index weghit of0.105.Five, the paper take forestland of Pubei County of Qinzhou city Guangxi province as an example and the administrative area of forest resources inventory Pubei County in2010as data source,using small database to extract and classify, analysis and study the current situation and the nature dynamic changes of forest resources in Pubei County, establish the evaluation index system of sustainable utilization of forestland of Pubei County.Six, using the method of classification and grade,according to the State Forestry Bureau of " national forest resource continuous inventory technical regulations " (2004)," the industry standard of the people’s Republic of China National arable land, cultivated land fertility grade classification "(NY/T309-1996) and so on classify and quantify the data.Last, using multi-objective linear weighting function method calculate the Pubei County as a composite index for82.35%, according to the judgment standard, obtains the Pubei County is in the sustainable forest development stage.This paper was hoped to improve the relative theory on the sustainable use of forestland, depend on the result of this evaluation, establish the strategy adjusts to control the measure of this district forestland sustainable use, and provide some reference for urban planning and construction in Pubei or other cities in days to come.
