Study On Risk Zoning Of Maize Insurance In Jilin Province

Corn is the main crop in Jilin Province. Corn production in Jilin is affected by Catastrophe andfrequent disasters, as a result of abnormal change of global climate in recent years. There is no researchon corn risk division on corn, although crop corn insurance is implemented in Jilin. Crop corn insuranceis implemented on the basis of scientific risk division by area. If not, it lacks of necessary guidance.Under the above background, this paper did research on crop corn risks in Jilin, in order to discuss howto do risk division scientifically.This paper did regional research on crop corn risks in Jilin based on study results of other scholarsand mainly did analysis on single disaster, flood and mixed disaster with drought, flood and chillingdamage. The main conclusions are:(1) Corn planting area and output will be enhanced and achieve the historical peak in the future,affected by improved breeding level and artificial rainfall. In the meanwhile, corn disaster risks willincrease. Under the circumstance, risk diversification is requested and the paramount of which isscientific risk division.(2) According to natural disaster system model, after doing analysis on flood risk in cities of Jilinby testing for the factors, environmental sensitiveness, disaster cause harmfulness, vulnerability andcapacity to prevent disaster, the conclusion is that the flood risk is low in Changchun, Baishan and Jilin;medium in Yanbian and Liaoyuan; high in Siping and Songyuan; and severe in Baicheng.(3) Based on Information Diffusion Theory, analysis in this paper indicates that mixed disaster riskis high in Baicheng and Siping; medium in Songyuan and Changchun; low in Liaoyuan, Jilin city,Tonghua and Baishan.
