Low carbon economy is a new kind of economic development model to answer the consuming of energy and environmental contamination, aims to obtain better quality of life with less energy consumption and lower environmental pollution. The United Nations framework convention on climate change (the unfccc) which took effect in1994requires that we must control the carbon dioxide (CO2) release. therefore, the carbon trading come into being.but due to all aspects of restrictions, at present, china cannot make a large of profit for being in the low end of the value of the carbon trading, opposite, the economy will develop and various industry will keep balance if we take chance to establish regional carbon trading.The yucheng district of ya’an is a demonstrative city of national zoology, now in a period of rapid growth of the economy and attracting a lot of enterprises. Its current ecological environment is well enough, but if we don’t take precautions to avoid environment and air pollution, it will be destroyed. Bamboo forest plays an important role in carbon dioxide absorbability and global carbon balance. The atmospheric pollution caused by carbon dioxide release can be lightened if we take full advantage of it. In addition, the increase of carbon sink can compensate a part of carbon dioxide release and be trade within a certain area.In regional carbon trading, accurate calculating carbon storage is the most important thing, the study use envi and ArcGIS to preprocess Satellite Remote Sensing Images at different time of yucheng district of ya’an to extract information calculate area and analyze distributions of bamboo forest. Then, the study calculated carbon storage by means of fact finding, sampling and laboratory measurement and analyzed its change in different time. The main contents are as follows:(1) The Landsat5TM image of the original7band and principal component analysis of PC1, PC2, PC3, vegetation index calculated by MVI, NDVI, CVI band are combined into a12band of the new data, and then after the standard deviation, correlation coefficient and OIF index calculation, optimum band combination for TM8, TM9, TM10, namely the original band PC1, PC2, CVI combination.(2)City of Ya’an District of different period of time in Landsat5TM remote sensing image of supervised classification, classification results and bamboo distribution diagram. The results of the classification confusion matrix accuracy evaluation shows, March18,2010image of the overall classification accuracy of 92.1609%, September18,2007image overall classification accuracy of88.9571%, June24,1994Image of the overall classification accuracy of89.4342%field investigation; field classification results for the82.37%(3) The bamboo area of the yucheng district of ya’an in1994is54.2097km2, in2007is177.9219km2, in2010is269.2899km2.(4)the main bamboo specie of yucheng district is sinocalamus affinis, its organ carbon density are0.4057g/g-0.5163g/g. The bamboo pole carbon density is the largest.(5) The bamboo pole is the most important carbon storage organ.(6) The carbon storage of soil concentrates at0to20cm, Its Carbon content is12.4106t/hm2~22.3711t/hm2.(7) Based on the laboratory measured data and bamboo forest area, the bamboo forest carbon amount of yucheng district in1998is367812.8t,in2003is1485470t,in2008is1887184t.
