As one kind of natural resource, water has received extensive attention, because of its effect on industrial and agricultural development as well as human existence. China is a big country with agriculture and population, which is poor of per capita cultivated land and weak of agricultural base as well as scientific technology. Rural population accounts for60%of the county’s, whose drinking water safety problem has been threatened for a long time. As the creator of industrial development and basic consumer goods, the safety problems of drinking water draw high attention of the Party Central Committee and society, which is also the problem of working people hope to solve at present.With the deepening of China’s economic reform, the Party and the government promote the well-off-society construction and New rural construction. In both rural drinking water safety projects are conducted as important work. In recent years, with the agricultural reforming of the State Council, to implement new rural development entirely and to develop the rural security drinking water project vigorously, has been put on government agenda at all levels. Drinking water safety constructive project in poor rural area has been an important infrastructure in the new rural development. Leadership of the Party have pointed out on rural work conference and report for many times, that "no matter how difficult it is, we have to find the way to solve the problem of drinking water, and can never let the masses drink unhealthy water". They have put forward the concrete requirements on present safety engineering construction of drinking water, and made higher requirement on new rural development.
