Study On The Water Security Assessment In Irrigation Area And The Corresponding Countermeasures

Water is the source of live , is essential to human beings'survival . It is the strategic resources of economic growth and social development and also the material guarantee to realize sustainable development . With the continuous population growth and quick economic and social development , it has appeared some water security problems , such as extreme shortage of water , serious water pollution , soil erosion turning worse , which may generate a series of problems about health security , food security , environmental security , economic security . Especially in some place in the north of China . The issue of water security has become the factor which constraining the sustainable development of economy , social and environment .The thesis carried on a comprehensive summary to water security meaning and water security assessment method . On this groundwork , absolute water security appraisal concept and the assessment menthod was proposed , has established the water security fuzzy synthetic evaluation model , the weight quota method was suggested . According to the characteristic and situation of JingHuiQu irrigation area , take the present society and the economic level of development as the foundation , had determined certainly absolute water security value scope , and the state of it was divided five classes . Take JingHuiQu irrigation area as the example , the water security appraisal system was established , this system includes 5 aspects and 22 indexes , the aspects are water resources security , economic security , environmental security , society security and management security . Uses the analytic hierarchy process to determine its weight , the multi-level multi-objectives separately optimal and the fuzzy quality synthetic evaluation two kinds of medels , has carried on the appraisal to this system . The appraisal result accords with the situation of JingHuiQu irrigation area . According to the appraisal result , a series of corresponding countermeasures were suggested , the effective proposals were put forward regarding to JingHuiQu irrigation area in policy making and improving the water security standards .
