Reaches On Greening The Barren Land Around Urumqi

Urumqi, is a typical oasis city, with dry climate and fragility natural economic. Because of the lack of eco-environmental planning and the irrational of the energy consumption structure in the initial construction of the urban, the problem of ecological environment of the city is quite conspicuous. But there are large areas of barren hills can be imposed around Urumqi. If the barren hills were bring into the urban ecosystem, it will greatly improve the urban ecological environment, maintain the urban ecological balance, protect the urban biodiversity and optimize the urban landscape pattern. And also can enhance the image of the city, improve the investment environment and accelerate the economic development of the city.Based on these situations, the public and the government attach great importance to the construction of these barren hills through many ways. In2002, he government issued’"barren hills and green contract management approach" to urge more social forces to participate in the ecological environmental constructions, to promote the rapid development of the green of the barren hills. But to2008, the policy was paused in the main city due to the water and other construction problems with the rapid development. But it still works in Dabancheng which can meet the contract conditions.This paper introduced multi-channel survey status of implementation on the barren hills and green building in Urumqi, aims to summarize the experiences to change the barren hills into green parks, even national scenic area, and leisure tourism node:soldiers and civilians work together for the project. Attract the government financial and forces to analysis the reasons of the follow problems associated that greening is not carried out timely after the barren hills was contracted, the greening construct was not reasonable, or the management is not suitable after contraction. It related that the policy is incomplete, the supervision is inadequate, the basic researches is unsystematic, the design is unscientific, the level of green construction and maintenance management is very low and the old concept of the direction of development is not clear. Learning from other domestic and international green building theories and strategies, the development of barren hills and green construction countermeasures were proposed:refinement the policy terms, carry out the supervision and management, strengthen the basic researches, scientific planning and designing, specificity the construction and management, expand water resources, update the concepts and clear the direction of development. And the aforementioned theories were applied to the typical cases analysis of the Yamalike Hill and the Red Mountain, to test the operability of the above theories in the Big Green Valley and Phoenix landscape design.Through the field investigations, the theoretical analysis and the combination of theory and practice, the barren hills green experiences were learned based on the special geographical location, climatic characteristics of Urumqi. This research provided a theoretical basis and reference example for the future barren hills green, ecological construction of the city.
