A Study On The Theory And Practice Of Formulating And Implementing Forest Operation Programs

Formulating and implementing forest operation program is a traditional work in forest management. With the proposition of the sustainable forest management, the fundamental change of forestry positioning and the implementation of classified management of forest resources, especially the changes in forest management entities after the Reform of Forest Property Right System, tremendous changes have been seen in the forest management environment, systems, aims and requirements. Traditional thinking and content of the implementation for forest operation program is not fit, what influence will change the conditions have on the formulation and implementation of forest management plan? How to adapt it to the new conditions so as to formulate and implement working plan of silviculture? This is an urgent problem to be solved confronting us.According to sustainable forestry management theory, forestry classified management theory,Outline Plan for the Formulation&Implementation of Forest Management Plan (2006) and the relevant demand on formulating&implementing forest management plan required by the State Forestry Administration as well as forestry characteristics of Jiangxi after forestry innovation, this study proposes the content, depth and methods of formulating forest management plans for different types of forestry management entities and working groups so as to provide experience for the formulation of forest management plan in future and then improve the implementation effect.This study is finished through collecting and reading relevant theory masterpieces&references, comparing the examples on forest management plans of different forest with those of varying working groups, visiting to ask about forest management units and the departments of forestry administration as well as taking the implementation of forest management plans for Weifang Forest Farm in Linchuan, Fuzhou, Jiangxi Province as example.The results of the research show as follows:It is a decisive factor of forest operation programs breadth and depth for their varies management entities and/or their type of business unit; Build a management assessment system of forest resources; Introduces how to implement the principle of Matching Species with the Site through developing the operation design code, introducing geographic information system (GIS) and dividing sub-compartment into subplot to distribute suitable species for reforestation during the process of cultivating resource; It also puts forward how to make commercial forest as mixed forest with high yields, high quality and high efficiency through multiple tree species and small nuggets or fragment according to working group of silviculture or site condition, and operate ecological public welfare forest based on the requirement of collective operation of commercial forest to make it as the needle and broad-leaved mixed forest dominated by broad-leaved species with high quality and high efficiency,and finally realize the cultivation of both commercial forest and non-commercial forest so as to yield the philosophy of greatest economic benefits and ecological benefits.
