With the rapid development of society economy, meteorological drought had brought more effect to the society. The frequent happen and persistence of drought not only brought tremendous losing to the country economy especially agriculture production, but also made many entironment problems, such as water resources scarcity, hungriness pricking up, sand dust devil frequently happen. Drought is one of the main disasters of agriculture in Shanxi. In order to serve for agriculture and food supplies better, it cries for improving ability to inspect drought disaster occuring and development and establishing drought inspection serving system. Soil moisture observation, as the uppermost means to inspect drought, it adopts manpower observation at present yet. It has so many problems, such as taking more time and hard sledding, having obvious artificial error and low observation frequency, lasting a long period of time, serving lag etc. It can’t satisty requirement of meteorology serving for agriculture.This article describes the automated soil moisture data collection and transmission system in Shanxi in the construction, taking the application of soil moisture detection and the field of communications as the background, from a technical, operation and maintenance, economic tripartite face of the system feasibility analysis, summarizes the development status of key technologies for soil moisture detection and communications technology. The article introduces the system structure as a whole, from the various subsystems making up the system to the detector, the acquisition and application software, It presents a technical solution for data acquisition and transmission. The paper then describes the implementation steps and methods of the Shanxi automatic soil moisture data transmission network, including the main implementation points of the sub-station and central station, system configuration and networking, it analyzes the process of communication network systems and software systems. At the same time, it simply analyzes the data automatically collected, the automatic observation data and manual data collected by different stations and different levels of stations were compared. It analyzes the operation of the system status quo, and solves some existing problems. It summarizes the effects of system implementation, and affirms the direction of the system need to study and improve in the next step.The favorable implementation of this project fundamentally changes the traditional hand-dug backward ways of measuring soil moisture. The system uploads data to the provincial center with a combinative means of wired broadband and wireless method, provides real-time services for the agrometeorological operations. Application users in the internal LAN use client software to browse and monitor the departmental soil moisture analysis of images. Automatic soil moisture observation stations have been put into trial operation, provide objective and effective tools for agricultural production and agrometeorological services, upgrade the Shanxi modern agricultural weather operational capacity and service levels.
