Study On Typical Patterns And Policies Of Forest Management Abroad And Imolications For China

The result of the Seventh National Forest Resource Inventory shows that, in general, the forest resources in China cannot meet the needs of national construction and people’s lives. Also, the volume and quality of forest still need to improve. Furthermore, the forest management becomes the priority of China’s forestry development from now on. In this paper, according to collecting the original data from the abroad and applying the modern forestry theories, it sums up the evolution of forest management patterns. In addition, it summarizes foreign typical forest management patterns and policies. On this basis, it is comparatively analyzed the background and influence factors between the developed countries and China; And combined with China’s present situation of forest management, it is studied and explored the framework of patterns and policies that promote forest management of China.The study found that most countries in the world are in the forest benefit management mode phase, these who take different models according to their own national conditions and forest situation,they are three forest-effective integrated management model, forest multi-effectiveness of the dominant use of management model and forest-effectivean integrated management model; and a few developed countries such as the United States and Canada have begun to adopt sustainable ecosystem management model. In accordance with the socio-economic development requirements of forest management, these countries have taken a series of policies, including economic policies and other measures to promote the development of forest management.On the basis of the above study, in this paper, according to China’s conditions and forest situation with foreign experiences in forest management,(1) From the state macro-management level, the country is divided into10forest management areas. Each of them is also divided into four sorts of forest management types, they are strict protective type, the key protection type, protection with operations type and intensive management type. In accordance with the principle of Classification Management Implementation, with the international experiences and the actual situation, and focusing on how to do in forest management for each region and type, it is proposed the target and strategy of forest management.(2) and based on forest dominant feature demand of China, the national forest is divided into3types:key public welfare forest, key commercial forest, the general public welfare and commercial forest, and also, the management objectives, operating principles and main technical measures are discussed.(3) Furthermore, it raises a policy framework to preserve forest management at the national level. Finally, through the integrated analysis and comparison of forest management both at home and abroad, a framework of forest management pattern and policy for China’s national condition and forest situation is initially established.
