Researches On The Management About Over-load Transportation On The Freeway In Henan Province

Our country highway overloading phenomenon is serious, and worse. Overloading behavior in damage to national economic interests, but also do harm to people’s life and property security, disturbs freight market order. Long-term since authorities have been trying to combat and control the overload behavior, related experts and scholars have also done a lot of research on the highway overloading problem, actively to the management of this problem give advice and suggestions, but because the economy and profound social reasons, the illegal behavior has not been effectively curbed, treat repeatedly incessant.The author used the work then, the overload behavior on the highway were carefully observed, and visited involves a lot of governing the problem of different actors, for these agents conducted a questionnaire survey and interviews, careful understanding of the different actors and overloading behavior of the correlativity of interest, understanding and the attitude of overloading behavior, familiarity with the relevant laws and regulations and the suggestions on management of overloading behavior, to obtain the first-hand data, and these data scientific analysis.On the basis of observation and research, and unifies the related literature material, the author analyzes the causes of highway overload behavior, to strip surface phenomena, see essence through the phenomenon, find the overload behavior despite repeated prohibitions of deep-seated reasons. Through deep thinking, the author analyses the causes of illegal overloading from the five levels of interest, management, law enforcement, institutional, social organization and so easy to refractory.For these reasons, the author through deep thinking and analysis, from the benefit induction, system improvement, technology and other aspects of the design of the control measures, and these measures of carding to form an organic whole, which rely on each other, complement each other, in order to construct a long-term mechanism of governance highway overloading behavior.
