Vessel Traffic Services (VTS) is a water traffic management information system, which fuses and integrates multi-technology, including modern radar technology, communication technology, computer network technology and information processing technology. The main functions of VTS provide information services, navigation services, traffic organization services, and VTS also offer assist, joint services and emergency services to ships.The key technology of built VTS system in our country all comes from abroad. It not only causes domestic VTS equipment market almost monopolized by foreign manufacturers, causing a large amount of foreign exchange cost and inconvenient to maintenance, but also seriously restricts the development of our electronic industry and causes a major hidden danger to national information security. In order to break the monopoly of foreign suppliers, get rid of the dependence on foreign VTS device, and protect national information security, creating domestic advanced VTS system has become a pressing matter of water transportation construction in China.This paper mainly focuses on the multisensor tracking technology and the integrated information processing technology in VTS system. Firstly, we propose a novel multisensor multitarget information fusion and tracking algorithm, Nearest Neighborhood Kalman Filter (NNKF), which is based on the study of Kalman Filter (KF) and Data Association NN algorithms. Through a series of experiments, it is verified that NNKF algorithm has small error rate in the tracking and associated data, fast computing speed at the same time. NNKF helps in updating target tracking list, so that the target tracking becomes more stable and continuous.Secondly, according to the general technical requirement for localization project, this paper researches the integrated information processing technology in VTS system and implements the prototype, including receiving and transmitting radar video, receiving and sending the tracking trajectory information, target recognition, target attribute modification, simulated target and sending alarm information etc. Finally, considering the need of networking and data sharing in domestic VTS currently, some applications in Web Services technology in different VTS networking, information exchange and resource sharing are discussed.
