Water is the fountain of life, we depend on the water resources as economic developed.Each country is faced with the problem of developing and managing water resources. China’s total water resources is great, in the development and utilization of water resources, there are increasingly serious water pollution problems, such as the substantial groundwater over-exploitation, rivers and lakes area are narrow, their function are degradated, soil erosion area is large, seriously affect human social and economic development. In this paper, we chose Dalian as the study area, investigate the situation of water supply as well as the water apply. We use the method of evaluating water shortage risk to determine that Dalian has the high risk of water shortages. Water’s supply and demand have become increasingly prominent. In order to reasonable and effective use of water resources, to manage water resources in a scientific way,it is important to simulate and predict urban water consumption. We base on Dalian’s water consumption, on the basis of grey theory, establishing dynamic model group and predict Dalian’s annual water consumption duing2013-2020. The forecast results show that Dalian’s annual water consumption is rising duing2013-2020,water demand will up to3.039billion m3in2020, the growth rate and annual growth rate are86.8%and9.6%,it will increase1.412billion m3than2011.Now the water supply is1.627billion in Dalian, it will up to2.382billion m3after building water diversion project, increasing the amount of wastewater reuse, implementing desalination technology. So the number of water shortage is0.657billion m3. It is conflict between water demand and supply. The problem impact on urban development and daily life of residents seriously. After studying of the water management system domestic and abroad, combined with the actual situation of Dalian, improving water resources management system, establishing laws and regulations, strengthening the comprehensive management of urban water, building water diversion project, developing desalination technology, increasing the amount of wastewater reuse, adjusting the price of water in a reasonable way, protecting water supply sources, alleviate the problem of insufficient water supply and demand.
