From the date of birth, container transport has injected fresh vitality to the shipping market. Meanwhile it also formed a profound impact to the road and rail transport. It can be clearly found in the shipping developing history that:the trend that traditional bulk cargo like grain, coal, etc is replaced by the form of container transport is more and more obvious. Today, China’s container transport is in the rapid development period. With the rapid development of the economic, higher requirements that is reasonable, fast transport efficiency of container terminals is raised. At present, in most of the container terminal, China is still in the traditional production organization structure, whose low inefficiency has seriously hampered the further development of container terminals. For the container terminal’s programming of management, this paper through model solution and the numerical simulation of the container terminal logistics system to optimize and validate.To rational use of natural resources and improve operational efficiency of container terminals, container terminal operations for the current process, this paper construct the scheduling optimization model in "Operation-Flat" scheduling model and design genetic algorithm for this model, then solve the detail case by computer program. The constructed simulation model is validated and adjusted by result that calculated by computer program. The relationship of the real-time scheduling between the truck configuration and terminals operating efficiency with it between truck configuration and truck blocked time is obtained through optimal traveling path of truck which is calculated by scheduling optimization model analyzed in simulation model to design a reasonable truck configuration suggestion that is to make the relationship between loading/unloading operating efficiency and the situation that wasting of resources reach the balance condition which is acceptable.
