CTCS-3Train Control System is the important technology and equipment to protect the safety of China’s high-speed railway, to meet the operational speed of350km/h and minimum tracking interval in3minutes. Train Control Center (TCC) is the core of the ground signal control equipment in CTCS-3Train Control System, and as the downgrade back-ground signal control equipment for CTCS-2, it sends the license command for the trains in its scope of jurisdiction according the state of track section,interlock approach information, temporary speed restriction and line parameters.CTCS-3Train Control System has a large scale and complex behavior of many modules, and the information exchanged between various subsystems is also complicated. It’s difficult to use mathematical models to describe and analyze this system, and it will consume a large amount of material resources doing tests in real scene. Therefore, the use of computer to build the simulation platform of CTCS-3Train Control Center can help do the pre-research design and evaluation, is the important mean to reduce the costs, improve the efficiency and improve the functions of Train Control System.This thesis analyzes the technical specification, the interface protocol and the function requirments of CTCS-3Train Control System, to realize modeling and simulation of CTCS-3Train Control Center. The main contents of this paper are as following:First, it analyzes the interface configuration and functional requirements of Train Control Center to build a reference model for Train Control Center in CTCS-3, and then divide into sub-function modules. Second, it realizes the track circuit coding function module. And by building the functional model for track circuit, it designs the algorithm for track circuit occupancy check, realizes the section and station track coding logic function according the track coding principle, and then researches track circuit defective shunting. Thirdly, it realizes the balise telegram functional module. And it detailedly analyzes the function, the telegram range and the telegram structure of passive and active balise in CTCS-3, and realizes the telegram framing, coding and checksum for all the balises. Finaliy, it designes the interface to show the data and state of all the Train Control Center, and it sets up a database to storage and management all the train control informations generated in the process of simulation by Train Control Center.
