There is no doubt that the rapid development of social economy brings great changes to people’s lives. With the popularity of the concept of sustainable development, people not only enjoy the fruits of economic development but also begin to pay close attention to the arising environmental issues. What’s more, they try to pursue the harmonious development of man and nature. In this context, the "low-carbon tourism" and "eco-tourism" have become a new tourist fashion. The National Forest Park which has renewable natural resources coupled with its beautiful landscape and good air has become the important place for people to travel. However, growing numbers of tourists will inevitably cause a degree of damages to the environment of the National Forest Park. Therefore, we must properly assess the economic value of recreational resources of the National Forest Park. Because it is very important to protect and rationally develop forest recreation resources. At the same time, the National Forest Park can maximize the economic and social benefits within the scope of its bearing capacity.We choose the recreational resource of Shenyang National Forest Park as the study object. First of all, this paper expounds the two main methods of assessment about the value of natural resources at home and abroad:Travel Cost Method (TCM) and Conditional Value Method (CVM).Then the related theory and application conditions of the Choice Experiment (CE) which is another popular method in terms of natural resources value evaluation is clearly introduced in this paper. We choose CE as a research method in this paper after carefully comparing and analyzing them. Using this technique, researchers can get the implied rank of related policy characteristics and the willingness to pay for a policy which changes more than one attribute simultaneously. Wilderness experiences are thought to be comprised of or defined by three dimensions, including social, resource, and management conditions. So we evaluate the recreational resource of Shenyang National Forest Park from three aspects: natural resources, social factor, management factor. This article choose the vegetation coverage and water quality on behalf of natural resources; the congestion level on behalf of the social factors and rest place environmental conditions and price tickets on behalf of the management factors. Once attributes and levels are decided, profiles and choice sets can be designed. We can also collect data through questionnaires. We use the conditional logit model to evaluate the recreation resources of Shenyang National Forest Park. The result shows that the relative importance of four elements which are selected to evaluate the recreation resources of Shenyang National Forest Park in the paper. The rank from high to low for the relative important degree is:crowded, vegetation coverage, the amount garbage of resting place and the quality of water resources. What’more, we measure the value of resources of the Shenyang National Forest Park under the different conditions. The value of current condition is27.63RMB/person every year. When the resource combination is in the best state, its economic value will reach131.32RMB/person every year. However, the economic value of the resources in the worst state will decline to-156.22RMB/person every year. The analysis result shows that the Shenyang National Forest Park now has a very big development space. According to the results of this study, this paper put forward relevant countermeasures and suggestions for the future development of the Shenyang National Forest Park. In a word, this research has important practical value to improve the contribution of the Shenyang National Forest Park. At the same time, it provides some reference to develop of the National Forest Park tourism.
