The era of knowledge economy, the status of knowledge in the social development is very prominent, to conform to the national innovation system construction, the country still needs through a variety of ways to enhance the scientific and technological research and development capabilities of the organization to accelerate the process of transformation and application of scientific and technological achievements, and to enhance the whole nationoverall knowledge creation ability. Knowledge management, especially knowledge creation process of scientific management, innovative community building will play a positive role in promoting. Fiber-optic gyroscope (Fiber-Optic Gyroscope referred FOG) R&D projects as a central investment in key industries revitalization project, already has the protection of research and development of internal and external resources and environment, the domestic self-developed low-precision fiber optic gyroscope application engineering, and reached the international advanced level. With the development of science and technology and the intensification of international competition situation, the inertial navigation system is more and more high-accuracy range of fiber-optic gyroscope performance requirements, the research and development of precision fiber optic gyro has become the focus of a new generation of fiber-optic gyroscope developeddirection.In this paper, based on the HT high precision fiber optic gyro R&D process management, knowledge management literature review, the use of leading knowledge management expert, Professor Nonaka’s knowledge creation spiral theory SEC I model of knowledge creation promoting conditions and five-stage model,precision fiber optic gyro R&D process management knowledge the to create SECI model, promoting conditions and five-stage model, create a model before and after the assessment of the effect of the various stages in the application of knowledge through research and development of high precision fiber optic gyro contrast HT, the modelin lower precision fiber optic gyro development costs, improve product performance, and shorten the development cycle has a significant effect.
