The failure analysis system in smart substation based on information fusion of fault recorder and protective relay have a stringent demand for time. Especially, when a fault occurs, it must supply real-time data for dispatch control center to recover the system quickly and efficiently. Considering there are various communication protocol in the actual power system, and most equipments have to make inter-operating after protocol transform. And it not only reduce the operating efficiency, but not economic. So the paper presents adopting the newest international standard IEC61850in accident analytical system of smart substation, which can realize inter-operating between electrical power equipments, and upload the fault data timely. It improves the operating efficiency of the fault information system as well as reduces the failure rate. Consequently, it will promote the substation intelligent development.Firstly, on the basic introduction of background, characteristics and research situation, this paper focuses on the core content, including functional decomposition, information model, information exchange model, the abstract communication service interface, a special communication service mapping and substation configuration description language and so on.Then, the paper combines a project program about the failure analysis system in smart substation based on information fusion of fault recorder and protective relay in Liaocheng Electric Power Corporation belonging to Shandong Power Group Corporation. According to the modeling principles and methods in IEC61850standard, this paper takes microcomputer protection PSL620D in substation for example to make the model of the logical node, and functionally divides logic devices and IED equipment, besides to accomplish module design for communications service.Finally, according to the SCL template provided by IEC61850standard, the paper describes the designed model under the XMLSpy software environment, including the master level, substation sub-station level objects, intelligent electronic device layer, and logical node layer. And take advantage of C#programming tool to realize many system functions, such as the master control main station in a failure analysis system, operation on value group, and communication with sub-stations.
