Research on pre-evaluation provides scientific basis for determination of project investment, it also can provide scientific reference for the construction of project. Pre-evaluation can help strengthen the investment decision-making more scientific, thus avoiding blind investment project and improving project’s investment returns.Kangding(Dagang)-Chongzhou III and IV500KV project is one of the main power channel for hydropower transmission of western Sichuan province, construction of project will not only transport much power to Sichuan province power network, but also under the task of "west-east power transmission", and the project has important meaning to promote the development of the western region. This paper takes the Kangding(Dagang)-Chongzhou III and IV500KV project as research object of pre-evaluation. In the first place, it makes briefly introduction to the research background, research thoughts and some basic theory, methods and research status of pre-evaluation; secondly, the paper makes Detailed analysis and evaluation to the Line path selection, specific design, project budget, environmental protection and energy saving of research object; finally, is draws the conclusion:the selection of line path is reasonable, the project design is scientific, it’s economic effect is good and the construction and operation has little influence on ecological environment, also with good effect in energy saving. Above all, the project is feasible. The paper’s work will be beneficial to make scientific and right investment decisions, its research idea and research method can also provide reference for the pre-evaluation work of similar project.
