With the rapid development of national economy, Infrastructure constructioninvestment is also rising. Expanding the scale of construction, the financial pressurebrought by the local government sector is growing, while the BT financing mode just toease the financial constraints of government departments, the pattern in recent years hasbeen increasingly in the road construction application. As the BT project is not perfectin management regulations and technical economic characteristics, the road engineeringBT project may be in risk. In addition, the research on the analysis of the road BTproject risk control is relatively weak, the study on the analysis of BT project riskcontrol will have important theory value and practical significance.This paper, from the point of view of the government, studies on the risk analysisand control for the road BT project. At first, this article explains the risk formation andclassification, establishes the risk space and builds the risk identification model by AHPmethod which aims to find out the primary risk among all kinds of risk. Secondly, thispaper builds the risk evaluation model on the base of the extension theory tocomprehensively evaluate the risk of the particular road BT project. The evaluationresults would reflect the level of every kind of risk which may be evidence forclassification management. Moreover, this paper studies the risk control problem for BTproject according to risk evaluation conclusion, puts forward the specific controlsuggestions. At the same time, this paper applies the principal-agent theory underinformation asymmetry to discuss the problems in the process of repurchase risk andexplains the usage of the model for this sort of risk problem. Finally, this paperdemonstrates the basic program of this research results in road engineering BT projectrisk management and control with the help of computer program designing and anexample.The creation on the risk identification model, the risk evaluation model and therepurchase model which respectively bases on the AHP method, the extension theoryand the game theory has theory significance and practical value to perfect riskmanagement theory and strengthen risk control for road BT project.This paper finishes combined with the basic scientific research project oftransportation department named "the Research on Risk Analysis and Control in the Whole Process of Transportation Project Construction"(the serial number:2005319814030) and under the background of "the project of the BT optimization andtechnical risk evaluation on Leizu avenue for lower section in Yanting county".
