In our country,the reservoir has been the water conservancy project for flood drought resistance and regulation of water resource utilization. The reservoir engineering construction regulate the seasonal domination of the water resource effectively, and regulate relationship of the flood control, generate electricity,city water and the natural ecological balance protection. How to realize the real-time monitoring and operation for the reservor’s flood control and scheduling by means of normalization has become the water conservancy workers irrigation works diligently study and practice subject.Geographic Information System (GIS) cause the water expert attention in the development initial stage for its powerful spatial analysis and macro operation. And soon rose to practice from theory, applied to water conservancy construction in all aspects, such as water information collection, storage, management, analysis, provide the decision makers with richer and more intuitive reference.The used of GIS in water conservancy project provide powerful ideas and technical support for the implementation of the water conservancy project informationization. The traditional water conservancy informatization management method mostly with Paper tiles material as the main means of recording and analysis of data,and meanwhile, will also use the database for data storage and management. The informatization level is relatively low if simply query by file management soft based on database, and the information exchange means is single,this also put forward higher request for the empirical knowledge of the water conservancy project decision makers.Is what we say the WebGIS technology with the rapid development of the Web technology and database technology and the combine with the increasingly mature GIS of them. Relying on the network platform, the WebGIS technology combine the GIS technology with database technology,realize the sharing of the magnanimous spatial data and attribute data,make the truly popular viewing and sharing come true. This paper presents reservoir flood control system based on B/S (Browser/Server, browser/server),use TopMap as the WebGIS development platform,and strictly adopted the three layer system structure that is the presentation layer, business logic layer and data layer. The reservoir of rainwater sentiment data query,flood forecasting and flood control carry through by means of Web browser, thereby,users in different areas can browse at the same time.This paper topic is the development and application of flood control scheduling system based on TopMap, In allusion to the flood control operation needs of the Yahekou Reservoir ofNan Yang in Henan province, The system adopts the hydrological engineering theory knowledge, computer technology, database technology, GIS technology, research and design the Yahekou Reservoir Flood Dispatching system based on TopMap, provide technical and theoretical support for the water storage security automation system of the Yahekou Reservoir reinforcement engineering problems in Henan province, meanwhile, this practice can be generalized to other similar reservoir flood dispatching automation research.
