Gangnan and Huangbizhuang reservoir belong to vital (1) Water Control Project of Hutuo River, which is one branch of Ziya River located in Haihe Basin. Their main function is flood control, which also can be used in irrigation, power generation, industrial and urban water supply, environmental water supply and reservoir aquaculture. The two reservoirs are related. How to improve the utilization of water resources and flood control capacity is imminent to be resolved for the whole basin. Rainfall in Hutuo River differs in time and geographical distribution. So based on the different regulation, focusing on the advantages of large reservoir regulation and on the joint dispatch between the reservoir, flood control capacity in the basin will be improved.Author had read a large number of domestic and foreign-related reservoir operation papers and summed up the reservoir regulation theory, research progress and trends, which provide a theoretical basis for the study. Firstly, the natural conditions and profiles of the Huangbizhuang reservoir and Gangnan reservoir were introduced. By calculating long series rainfall-runoff data, the design flood can be figured out and flood control scheduling model can be made out with the combination of reservoir flood control standards and flood control principles. Flood control program also can be established. In considering the utilization requirements and meeting flood control requirements of various departments, the results tend to guiding the regulation of Huangbizhuang and Gangnan reservoir, allowing proper water resources use and providing effective protection for downstream towns.
