As a hybrid port, named Qisha Port, there are both fishing vessels and merchant vessels, which are sharing one navigation channel. For marine safety supervising and managing, it is facing very complex situation, such as duplicate law enforcement, overlapping functions, and lack of unity standards of management between powers and responsibilities, which lead to low efficient, ineffective and nonuniform management and administration. As the subsequent, the collision between ships and grounding to block the channel sometimes occurred. For solving this problem, this paper introduces the network governance theory, also gives a summary introduction about this theory including some key concepts, such as "marine safety supervising and managing", etc. Using the method of documents analysis, comparative analysis and case analysis, this paper analyses the present situation and problem of Qisha Port about marine safety supervising and managing, and found the root reason is the ineffective outdated governmental organization. To solve that, this paper further point out that the administrator should keep the aim of serving for people in mind, abolish the outdated conventional ideas of focusing departmental benefits, and modify the rigid governmental model. Then, using the advantages of the network governance administration, the powers and responsibilities should cooperate with a common effort, act in close coordination, and integrate the law enforcements in the area of marine safety supervising and managing, which may exploit the advantage of integrated management and coordination management, and may play the effort of "1+1>2"This paper also introduces the marine safety supervising and managing model of United States, British, South Korea, and the port of Shenjiamen in China. At last, based on an overall consideration of the theory of network management, the situation of Qisha Port, and the experiences of other management mode both at home and abroad, this paper suggests build up a coordination and management organization with a committee, which should be composed of representatives of local government, a vary of variety of administrative department related with marine management, port authority, shipping companies, fishermen, port owners and other interesting parties. And this committee should be dominated by local government. Then the Local People Congress should create and pass the local port regulations, which may clarify the division and cooperation among Govern Departments, and definite their status and responsibilities. In this context and framework, some other suggestions are given, such as regulating the order of inbound vessel and outbound vessel, strengthening the education for fishermen, and maintaining the navigation channel, which may build up a new comprehensive model to manage the Qisha Port.
