Safety Evaluation On Navigable Waters Of Hebei Area

Hebei areas contain the Qinhuangdao, Tangshan and Huanghua three harbors which locate in the Bohai economic circle. These areas based on the transportation of the staple of the coal, ore and crude oil, and also take in the container and bulk cargos. These harbors belong to the national twelfth Five Year Plan, which makes them the key construction harbors of ferrying the above kings of cargos. Hebei areas play an important part in our developing country.In this background, with the complex situation of the marine traffic in these areas, the amount of the vessels increase greatly especially the proportion of the big tonnage vessels, and on the other hand, the movement of the yachts recreation, the construction projects on the water and the influence of the fishing ships make the water congestion and dangerous. This situation has brought on so many marine traffic accidents and which cost much economic lost and casualities.This paper take fuzzy evaluation method to give a safety evaluation outcomes of the Qinhuangdao, Tangshan and Cangzhou areas. Via the method of the Delphi Method and AHP method, we make the safety evaluation indexes and their weigh and we use the fuzzy matrix to give a synthetize evaluation outcome of the three areas.The evaluation process and the conclusion of this paper can give a reference to the marine safety administration and service, and other researches can also learn from the paper.
