With the high-speed development of industrialism and urbanism, the steel demand is on the increase, which drives the iron ore consumption to keep rising. In the process of selecting iron ore concentrate from iron ore, which produce a large amount of industrial waste iron ore tailings. The deposited tailings will not only use up a lot of land and block river but also pollute the environment, primarily due to low capacity utilization. On the other hand, considering banning excavating sand from rivers and big stones from the mountain, which make the problem of traditional road materials even more prominent, it is an important issue to seek new materials to replace traditional road materials and promote sustainable development. If the iron tailings sand will be applied to highway construction on a large scale, which not only sloves resource shortages and reduces environmental pollution, but also reduces the cost of the project. This paper takes a typical structural design method to research the iron tailings sand pavement structure in Chaoyang district:Firstly, through the investigation of low-grade road performance in Chaoyang, Liaoning province, main diseases of the present low-grade road are discovered, and the reasons which create these diseases are analyzed.Secondly, through the investigation of natural climate, hydrogeology condition and traffic volume in Chaoyang district, the reasonable divisions of low-grade road’s traffic volume and soil-matrix intensity are determined.Thirdly, on the basis of former tests, the proportion of cement stabilized iron tailings sand mixture is determined to meet the requirements of low-grade road structural intensity, and its basic performance are investigated. which are compared with cement stabilized gravel, then the structural design parameters of cement stabilized iron tailings sand mixture and cement stabilized gravel are proposed.Finally, under the guidance of the asphalt pavement structural design standard and the typical structural design proposals of the low-grade road, the typical structure of iron tailings sand pavement under the different soil-matrix intensity and the different volume of traffic rank is recommended.
