Cities are areas where population is concentrated, industry and commerce are well developed and non-agricultural population as their main residents. And usually taken as political, economic and cultural center of surrounding areas. With the improvement of the urbanization level, social wealth and population gradually concentrate to cities. Waterlog occurs frequently in cities because of its fast development, relatively backward infrastructure and improper design and planning. Thus, the city suffers huge economic losses and its normal life order is seriously affected. This paper took the urban area of Taizhou city as an example, system analysis method was adopted to optimize its drainage system. The main results were as followings:(1) The causes and impact of urban waterlog were analyzed and main problems of the urban drainage system in our country were summarized. Economic, reasonable, efficient and safe city drainage system has been established.(2) Based on the analysis of composition and characteristics of regional drainage system, composition and tasks of the urban drainage system were proposed. Relationship of pipe network of city district and regional river drainage were studied, and planning principles, drainage mode and appropriate layout form of urban drainage system were put forward.(3) Based on the urban rainfall runoff utilization mode, this paper systematically analyzed technical ways to improve hydrological storage capacity. There were some practical significance for the reduction of urban water logging disasters and the improvement of the urban ecological environment.(4) This paper built a nonlinear programming model for urban drainage system with minimum total cost. Mathematical software such as matlab and lingo was adopted for model solution. This paper took the urban area of Taizhou city as an example, it proposed optimization planning programs of the drainage system under the standard that a maximum24h rainstorm once in a20-year drained in one day, and urban area unthreatened by urban waterlog. According to comparative analysis of current state of the system and optimization results, pointed out the relatively weak link of the existing drainage system and the future focus of the construction.The results showed that the nonlinear programming model of urban drainage system had a good application effect and a guiding significance for drainage planning of this region.
